Control is often experiential. Choosing a delivery window does not command the van. It does rescue you from spending Saturday staring through the curtains like a Labrador. Residents allocating part of a local budget meet a different institution from residents informed after the money has gone.

The trick is hardly to offer unlimited options. Nobody wants a dropdown menu the length of a constitution. Meaningful control can be narrow: timing, method, priority, allocation. The boundary may stay fixed while people influence what happens inside it.
And influence must leave fingerprints. Which part changed? Which could not? How did the input affect the choice? When those questions have real answers, constraint feels less like something done to people. When every route leads to the same result, the steering wheel is plastic and everybody knows it.
